Specialist services in development cooperation

Besides the recognised development services there are various actors sending specialists abroad These include state organisations, political foundations, consulting companies, organisations in the field of humanitarian aid, and other non-governmental organisations.

State or parastatal organisations and companies, e.g. the Deutsche Gesellschaft für Technische Zusammenarbeit GmbH (GTZ) or German Development Service (DED), are commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) with concrete implementation of the development policy projects of the German Federal government.

Non-governmental organisations (NGOs) carry out their own activities in the partner countries, and often work closely together with the German Federal Government. Although they receive state grants for their work, they carry out projects and programmes independently. For the most part, NGOs cooperate with civil society, and can also act in countries where government cooperation is difficult or impossible for political reasons.
