Duration: 2 years with possibility of extension for another year.
The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance
Work Experience: Please note that for participants of the JPO-Programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree).
Title of Supervisor:
Mechanical Engineer, Secretary to the Working Party on Automated/Autonomous and Connected Vehicles (GRVA)
Content and methodology of supervision:
Establishment of a Work Plan: During the first month of the assignment, the Junior Professional Officer (JPO) will work jointly with his/her direct supervisor to finalize an agreed upon work plan. The final work plan will be discussed and mutually agreed to by the JPO and his/her supervisor.
The United Nations Performance Evaluation System (e-performance) will serve as a primary platform to evaluate of the JPO’s performance.
The workplan will be monitored on a regular basis with review meetings which provide the possibility for regular feedback. His/her work performance will be discussed and evaluated in light of the PAS (the UN Performance Appraisal System). All duties will be carried out under general supervision. The supervisors will be consulted with on issues of policy or other sensitive matters.
III. Duties, Responsibilities and Output Expectations
The JPO will contribute to the work of the Sustainable Transport Division, in particular the Vehicle Regulations and Transport Innovation Section by:
- Assisting the regulatory work of the World Forum for Harmonization of Vehicle Regulations concerning Automated/Autonomous and Connected Vehicles as well as Intelligent Transport Systems.
- Contributing to the development of an Intelligent Transport Systems publication in the different areas of devices/systems on board of vehicles, by:
- Liaising with relevant authorities within the member States, and their experts attending the working party sessions;
- Drafting sections of the Intelligent Transport Systems publication;
- Consolidating and classifying information received from the authorities of UNECE countries and other stakeholders of the UNECE Sustainable Transport Division.
- Providing assistance, as required, for the organization of events and perform any other related duties as necessary.
IV. Qualifications and Experience
Master’s degree in engineering, information systems, transport, computer science, or related field; Knowledge of database management and programming, writing and communication skills is an asset.
A minimum of 2 years of relevant work experience in a field related to Intelligent Transport Systems, automated vehicles, vehicles regulations, or similar areas.
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of French or Russian is an advantage.
Knowledge of database management and programming, writing and communication skills is an asset

V. Learning Elements
On completion of the assignment, the JPO will have/be able to…
(a) Develop a technical, legal and economic understanding of the transport trends including innovations in the field of vehicle connectivity and automation.
(b) Develop communication skills, through assisting in the preparation, review, editing and completion of technical documentation submitted by Governments, international organizations, NGOs and individual experts, missions on site;
(c) Develop presentation skills though interaction with local authorities, NGOs and liaising with international experts;
(d) Acquire an understanding of coordination with other UN agencies and partner organizations through the UN system;
(e) Witness the development of international technical regulations impacting several industry sectors incl. automotive, telecommunication and ICT sectors;
(f) Language courses in the UN languages are available as required (courses take place regularly on the UN premises), as well as other courses (negotiations, teamwork, etc.);
(g) Further computer courses or other courses can be covered by the JPO training budget.
VI. Background Information
The United Nations Economic Commission for Europe (UNECE) was established in 1947 to promote pan-European economic integration. After the horrors of the Second World War, this was deemed “essential to the maintenance of peace”. This mandate is as relevant today as ever.
For the past 70 years, UNECE has helped countries to convene and cooperate to develop norms, standards and conventions. These include 58 inland transport conventions and legal instruments, five environmental conventions and 12 protocols, 480 standards and regulations for trade facilitation, more than 100 agricultural quality standards, location codes for international trade, a classification system for energy, standards for energy efficiency in vehicles and buildings, smart city indicators, statistical standards and the classification of forest products.
These norms, standards and conventions help countries implement the 17 Sustainable Development Goals (SDGs).
UNECE is one of five regional commissions of the United Nations. It counts 56 member States on three continents: Europe, North America and Asia. However, all interested United Nations member States may participate in its work, and many do so. Over 70 international professional organizations and other non-governmental organizations also take part in UNECE activities.
The Sustainable Transport Division (STD) services the Inland Transport Committee that is the UN Platform for regional and global inland transport conventions, supporting new technologies and innovations in inland transport, policy dialogues and sustainable inland transport connectivity and mobility.
The World Forum for Harmonization of Vehicle Regulations manages three United Nations international Agreements and thus regulates the broad automotive sector. WP.29 is harmonizing since decades safety regulations (e.g. crash tests, braking, lighting), environmental regulations (e.g. vehicle noise, CO2 emissions e.g. WLTP, pollutant emissions). WP.29 initiated the Working Party on Automated/autonomous and Connected Vehicles in 2018 to deal with emerging technologies and related challenges.
Its IWG on ITS keeps abreast with technological developments not only with vehicle technology but beyond the vehicle. A UNECE publication on ITS for sustainable transport was published in 2012. The JPO will work on the update of the publication.
