Job description

The Civil Peace Service (CPS) has been actively promoting peace in Northern Uganda since 1999. Questions around land and natural resource ownership and use are a continuous and increasing cause for (violent) dispute. In a participatory approach developed in 2014 together with multiple key stakeholders, the CPS supports and coordinates 14 Interest Groups in Acholi, Karamoja and Teso and one national partner organisation based in Kampala, to jointly work on different types and dynamics of land and natural resource conflicts. With this multi-stakeholder process which engages representatives of civil society, government, business, the informal sector as well as cultural and spiritual leaders, CPS aims to drive change towards peaceful co-existence. The aim is to enable respective actors to coordinate their measures and interventions and to optimize the prevention and transformation of land conflicts. CPS Uganda thereby aims to contribute to improved land management structures and mechanisms as well as a better protection of land rights in the subregions. An additional focus will be laid on dealing with the past.

Your tasks

  • Supports team, interest groups and partner organisation(s) in planning, monitoring and evaluation (PME)
  • Focuses on capacity development, support and maintenance of an integrated monitoring and evaluation system at programme and partner level
  • Conception and implementation of trainings in PME and knowledge management for team and partner organisations
  • Supports the overall strategic and operational planning and monitoring of the CPS programme
  • Enhances the integration of cross-cutting topics like do-no-harm, human rights, gender equality and participatory approaches within the programme and with partners
  • Assists the programme coordinator in the monitoring of the results achievement of the overall programme and (annual) reporting
  • Prepares evaluation and documentation of results achievement (lessons learned, change stories, aggregated outcomes)
  • Actively participates in the global CPS PME team and supports the maintenance and further development of structures for sustainable knowledge management within the CPS overall programme

Your profile

  • Master's degree or comparable degree in Social/Political Sciences, Peace and Conflict Studies, evaluation or equivalent academic education
  • Sound professional experience in strategic and operative programming and management of peace interventions
  • Theoretical and practical knowledge in PME and knowledge management
  • Theoretical knowledge and/or practical experience in the field of land conflicts, conflict prevention and work experience in Africa are of great advantage
  • Good training and moderation skills, experience with participatory methods of adult education
  • High frustration tolerance, flexibility, perseverance and intercultural competence
  • Fluency in English; knowledge in German is an asset

Location information

Place of residence: Soroti, Teso sub-region

  • Climate: Weather in Soroti is influenced by tropical wet & dry climate. Winter dry season.
  • Healthcare: Basic services available, good services available in Kampala
  • Shopping facilities: Good in Soroti, all specialized and imported products available in Kampala
  • School situation: Location is not recommended for families with children of school age
  • Transport: The advisor will be able to use a company car.
  • Housing: Good options, easy to find.

The security situation requires heightened vigilance. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. GIZ runs a professional security risk management system in the field of deployment. The working environment is subject to special restrictions on the freedom of movement. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment. Notes

GIZ's Development Service is looking forward to applications of candidates with a professional qualification and / or university degree and at least two years of professional experience. In addition you hold the German nationality or the nationality of a member state of the European Union.

Driving licence (and driving experience) are required.

Willingness to travel on a regular basis is required.
