Job description

The Philippines have experienced decades of armed conflict between the government and armed groups on the southern island of Mindanao. Conflicts over natural resources and land use pose further potentials for violence. The Civil peace Services aims to contribute to the reduction of violence, the promotion of non-violent means for conflict resolution and thus to a more inclusive and sustainable peace in Mindanao. The program has worked in Mindanao since 2005 with its current project cycle ending in the end of 2023.

Your tasks

As part of your service as a civil peace service advisor, you will take on the following tasks:

  • Conduct an appraisal mission for a new international peace advisor position within the program’s project on conflict transformation in the Caraga region
  • Prepare, conduct and oversee research projects in the fields of violent conflict, political participation of marginalized groups, the usage of conventional and new media, forced internal displacement among others in preparation of the new project cycle 2024-2027
  • Prepare, conduct and oversee baseline studies for the new program outcomes in the thematic areas of a) Media and Conflict-sensitive Journalism, b) Support to the Bangsamoro Peace Process, c) Conflict Transformation in Caraga and d) Forced Internal Displacement
  • Provide input to the technical advisors about strategic options for interventions based on the assessment´s findings
  • Contribute to the overall GIZ-CPS Philippines program, i.e. in developing knowledge and communication products, organizing team activities, taking on responsibilities as focal person (i.e. digitalization, gender, communication, knowledge management, etc.)

Your profile

  • Master’s degree in social anthropology, sociology, political sciences, conflict transformation and peacebuilding or related subjects
  • First professional experience in qualitative and quantitative research, in the field of conflict transformation, human rights, peacebuilding or related fields (experience with CPS is an asset)
  • Proven experience and skills in peacebuilding-related concepts of “Planning, Monitoring and Evaluation“, such as systemic conflict analysis and Reflecting on Peace Practice
  • Practical knowledge and skills in concepts and instruments of non-violent conflict transformation and peacebuilding, such as do-no-harm, gender equality & human rights
  • Skills and experience in organizing, conducting, transcribing, analyzing and evaluating interviews, group discussions, etc. and conducting surveys
  • Very good communication skills
  • Distinct capacities in self-organization and working independently
  • Commitment to core values of GIZ-CPS, such as mutual respect, non-violent communication, process-orientation and participatory approaches
  • Business fluent in English

Location information

We are pleased to offer you a first impression on topics such as climate, shopping and services, the school situation and health care in the Philippines.

  • Duty station: Surigao City in Surigao del Norte with frequent business trips to Manila, Davao and Butuan
  • Climate: Tropical island climate with significant rainfalls during rainy season
  • Health provision: Local hospital and doctors within the city, hospitals with international standards are in Davao and Manila
  • Shopping and Living: Local products are available, market for imported products is slowly developing, several tourist destinations for recreational purposes in the vicinity
  • Accessibility: Provincial airport in Surigao City with limited flight options and Butuan City (3 hours) with frequent flights to Manila
  • Children: Duty station is suitable for families with small children
  • Schools: There are no international schools. Elementary and limited secondary schools exist but not to an international standard. School fees are reimbursed according to GIZ guidelines
  • Security threats and natural disasters: Generally safe, but the overall security situation requires compliance with all GIZ security regulations. Surigao del Norte is prone to multiple natural disasters such as earthquakes, heavy precipitation and flooding

In general, the security situation is calm. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. GIZ runs a professional security risk management system in the field of deployment. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment.
